Job Summary

The Director of Project Services is responsible for setting the strategy for IT project and portfolio management, including the approach for project governance and decision-making. This role will ensure all projects are delivered on-time, within scope, and within budget and manage project financial performance. The Director will oversee IT resource planning and allocation to optimize resource usage for IT and business projects. The Director is also responsible for oversight and delivery for large capital projects and transformation initiatives across IT towers. The Director has overall responsibility for the budget and performance of all initiatives, teams, and personnel related to PMO Operations, Scheduling, Financial Controls and Project Management

Job Responsibilities

  • Lead and support the PMO teams (PMO Operations, Scheduling, Financial Controls, Project Management) and implement project management best practices to improve efficiency
  • Provide executional oversight, risk/issue resolution, prioritization guidance, and change management considerations for large capital projects
  • Oversee capacity planning and demand management to ensure that appropriate IT resources are allocated to fulfill business needs in a timely fashion
  • Review and manage IT's integrated project and program plan, determine and manage key SLAs, and monitor project metrics and other KPI's
  • Oversee the high-level costs, benefits, and schedule estimates associated with projects and ensure the development of project budgets are in line with timelines
  • Manage team performance, coach and mentor team members, and develop a succession plan for the group
  • Direct the selection, availability, and use of applications, systems, and tools to manage risk profile and SLAs of Project Services

Job Specific Qualifications

Required

  • Bachelor’s degree in business or relevant technical field
  • 10+ years of experience in project and program management
  • 7 years of practicing IT project management experience and managing large and complex IT programs that require executive level communication
  • Knowledge of change management frameworks and various project and program management methodologies
  • Ability to scope and execute large capital utility programs ($50-100M) across multiple stakeholder groups and business functions
  • Expertise in managing cross-functional teams and projects and influencing senior-level management and key stakeholders
  • Expertise in financial analysis, including managing project-level budgets, costs, and benefits
  • Ability to resolve risks/issues, drive prioritization and alignment with key stakeholders around IT programs and projects
  • Proficient in project management software, including resource management, financial management, and other program reporting solutions
  • Ability to stay resilient, manage change, and execute communications to project teams
  • Strong business acumen and business planning skills
  • Broad understanding across multiple IT disciplines
  • Ability to manage and work with external vendors, including vendor selection, evaluation, and contracting
