Job Summary

This position is part of a team responsible for planning of the Long Island transmission system from 23kV through 345kV and overall coordination and compliance of elements on the bulk electric system with applicable reliability standards. This position offers problem solving and challenging leadership opportunities on various transmission planning initiatives and represents transmission planning in various key internal and external stakeholder committees. This position also functions as a technical advisor/mentor for the new engineers on the team and fills in for the transmission planning manager as needed. Additionally this position represents PSEG LI/LIPA on technical stakeholder committees, regulatory matters and litigation processes and takes strategic technical decisions on various initiatives. This transmission planning position pioneers the future by leading the reliable integration of cutting edge technologies (such as clean energy power generation resources, non-wires alternatives, FACTS, etc) into the LIPA system. The primary focus for this position will be to support efforts related to Transmission Operations, Resource Planning, Procurement, and the LIPA Capital Planning Process.

Job Responsibilities

• Lead technical sub team of associates to drive various project and study initiatives

• Responsible for overseeing and conducting complex power system design studies (load flow, short circuit, and stability) and economic analyses involving LIPA transmission system from 23kV through 345kV as well as overall coordination of all the elements on the interconnected transmission and sub-transmission systems

• Conduct and or supervise long-range transmission planning studies and recommend transmission system reinforcements / enhancements to reliably and adequately serve existing and future load requirements consistent with the objectives of NY State Reforming Energy Vision

• Draft, communicate and evaluate the LIPA system technical performance requirements that will result in reliable interconnection of various non-conventional renewable technologies to the LIPA transmission system

• Perform and oversee technical studies that involve the integration of renewable technologies in support of the New York State Clean Energy Standard / New York Climate Leadership and Community Protection Act (CLCPA)

• Lead and review near term seasonal operating studies (both LIPA and NYISO) and system operating limit analyses to support Transmission Operations

• Supervise completion of the LIPA T&D Ten Year Study, identifying Transmission capital project needs in the ten year horizon

• Responsible for representing transmission planning and its deliverables effectively at various internal and external stakeholder committees and meetings

• Responsible for communicating clear and concise project needs and project alternatives to an audience with varying levels of technical expertise, including LIPA system electric customers

• Functions as Transmission Planner, Transmission Owner representative for applicable New York Independent System Operator (NYISO), New York State Reliability Council (NYSRC), and Northeast Power Coordinating Council (NPCC) committees by closely working with NYISO, NPCC and other Transmission owners on behalf of LIPA Transmission planning to support regional initiatives, study efforts and to ensure PSEG LI/LIPA interests are effectively represented in forming and approving policies/standards

• Support applicable regulatory audits and lead transmission planning initiatives for the rate case submission to the Public Service Commission

• As needed, this position will need to provide general support across all transmission planning efforts including but not limited to, regulatory compliance studies, Interconnection Studies and CLCPA related efforts

Job Specific Qualifications

Required:
(Note: Current PSEGLI employees must meet PSEGLI Grade 28 Engineer matrix requirements in addition to required years of professional experience listed below.)
• Bachelors Degree in Electrical Engineering
• Professional Engineer License and/or one of the following advance degrees: Masters Degree in Engineering from ATBE Accredited University, Masters of Business Administration or Energy Management or Advanced Degree (Economics, Computer Science, 2nd Engineering)
• 8 years of experience in Transmission and/or Distribution systems is required
• Knowledge of electric transmission, resource, substation, and distribution systems and equipment is required
• Familiarity with transmission system planning models (PTI PSS/E, Aspen, TARA) for load flow, short circuit, stability, voltage, and contingency analyses is required, as well as knowledge of engineering economics fundamentals necessary to evaluate alternative system proposals
• Must have excellent interpersonal, verbal and written communication skills as well as ability to travel to attend meetings on and off Long Island as required
• Ability to lead and motivate the team members and the ability to effectively collaborate with various internal and external stakeholders is essential for the success of this position
• Ability to set direction for the organization in regards to technical issues and the attention to details is critical to be successful in this position
• Ability to respond to emergency storm and other conditions and support system restoration efforts during nights and weekends, as required .
• Experience leading a technical team with major accountabilities.
• Demonstrated leadership on high visibility projects or functions.
• Effective problem-solving and decision-making; strong planning and organizing skills; must be adaptable and be results-oriented.
• Proven Subject matter expert in formal industry recognized role (e.g. Designated NERC Audit SME, Participation in Litigation as an Expert Witness, Chairman or Formal Leadership Role in Industry Stakeholder Group , and/or Formal Leadership in IEEE/Standards Working Groups - minimum 1 year in position).

Desired:
• At least three years of experience in Transmission Planning is strongly preferred
• Desire to handle challenging projects and the motivation to learn new concepts is essential
