Position Description:  

Management of all major construction contracts for LIPA’s capital program on electrical transmission, distribution and substation facilities.  Provide construction management services for any significant system failure where repairs warrant the use of outside contractor resources.  Establishes priorities for all phases of construction work based upon approved budgets and system requirements.  Acts as Construction Manager to integrate the activities of multiple internal constructing organizations with contractor activities to achieve project objectives.


Responsibilities (include and are not limited to):

  • Manages the Sr. Construction Supervisor activities for selected major projects on LIPA’s electrical transmission, distribution and substation facilities.
  • Establishes priorities for all phases of contractor’s work.
  • Provides system wide technical consultation, direction and assistance to PSEGLI-Sr. Construction Supervisors and Project Managers on industrial construction practices, methodologies and procedures.
  • Develops appropriate inspection and quality assurance programs and assures consistent implementation.
  • Assists the Project Managers directly in the development of the work plans. Integrates specific area requirements for clearances, contractor and in-house construction resources, material and permit requirements into the overall plan for major projects.
  • Participates in all phases of the contractor procurement life cycle:  constructability reviews, development of bid strategies, selection of contractors to bid (RFP), conducts pre-bid site visit meetings, perform technical evaluation of bid proposals, attend proposal review meetings and make recommendations to award.
  • Confirms selected contactor meets all criteria established by Corporate Safety including satisfactory rating in ISNetworld and, prior to construction ensures the contractor site specific Health and Safety Plan (HASP) has been reviewed and accepted by Corporate Safety.
  • Establish, implement and maintain a safe working environment within all facilities\work sites to ensure compliance with existing work standards and safety requirements for the benefit and protection of employees, customers and the public.
  • Monitor and report on any incidents. Based on nature of event, follow up with contractor to prepare an incident analysis.
  • Monitors contractor performance and evaluates progress of schedules through field inspections and progress/status reports.
  • Develop and maintain effective relationships with customers to promote a positive image for both PSEGLI and LIPA.  Promptly resolve customer concerns.
  • Provide Director, Project Managers and Project Controls with overall and detailed status reports:  schedule, spending forecasts, etc.
  • Review and approve contractor invoices following the established procedures.
  • Directly involved in claims negotiations and settlements with contractors.  As necessary, take corrective action with Procurement and with PSEGLI-Legal.
  • Assure appropriate Construction Supervisor assignments are based on experience and training.
  • Recommends training and development requirements for Sr. Construction Supervisors and Construction Supervisors.
  • Assess and determine the staffing requirements to support major Capital Work Plan and take the necessary steps to secure skilled personnel to meet project specific requirements.



Education and Qualifications


  • Bachelor’s degree in Engineering, Construction Management or related technical field and a minimum of 10 years’ experience with construction of substations, electric transmission and distribution systems along with 5 years supervisory experience. 
  • Detailed working knowledge of electric substations, electric transmission and distribution systems, civil construction and lead/asbestos abatement experience.
  • Knowledge of electric system operations and procedures for submitting for line and equipment clearances on transmission and distribution facilities.
  • Knowledge of specification and contract enforcement, applicable technical standards, OSHA and other regulatory statutes.
  • Knowledge of trade agreements, procedures, techniques, work methods and standards used in the construction industry.
  • Ability to read and interpret specifications and drawings and convey interpretations to contractors.
  • Ability to investigate and solve construction problems in a timely manner with minimum dependence on others.
  • Ability to select, develop and motivate people.
  • Administrative skills for effective monitoring of contractor progress, cost control and contractual interpretation matters.
  • Strong customer service experience and the ability to interface with all levels of management are essential.
  • Strong communication, leadership and negotiation skills.
  • Ability to select, develop and motivate people.
  • Skills in claims prevention, defense and resolution.
  • This position requires driving to company locations and off-site assignments and events, applicants must possess a valid driver’s license with a safe and satisfactory driver history.




  • Experience in fact finding including knowledge and understanding of where to find and how to present relevant information.
  • Experience of using project/contract management systems in order to understand and analyze data. Experience is often acquired through on the job training.
  • Proficient in relevant software e.g. Microsoft Office products (Excel, Word, Project)
  • Knowledge of PSEGLI’s business operations, company policies and practices.
  • Operating experience working with SAP



    Job Dimensions:

  • Reports to : Director-Projects & Construction
  • Directly supervise Sr. Construction Supervisors, Work Coordinators plus outside consultants as required.
  • Responsible for overall management of multiple work sites with up to thirty (30) contractor employees.
  • Work sites are spread over all PSEGLI-LIPA service territories from Far Rockaway to Eastern Long Island
  • Budget: $60 million to $90 million per year capital construction.  Individual projects: $25,000- $8,000,000
  • Claims Negotiations: $1000- $2,000,000
  • Number of major capital projects assigned on an annual basis: 25 to 35.
