Job Summary

PSE&G is seeking a Technical Training Manager for leading and managing PSE&G’s end‑to‑end Operator Qualification program within the Centralized Services Technical Training Support team in Edison NJ. This role oversees a team of OQ evaluators who conduct approximately 900 operator qualifications annually, ensuring continuous compliance with PHMSA 49 CFR 192/195 requirements and alignment with company standards.
The manager is accountable for resource planning, scheduling, qualification record management, performance reporting, and continuous improvement of OQ processes. The role partners closely with Gas Operations, Regulatory, Safety, Compliance, and Technical Training stakeholders to maintain audit readiness, update qualification content, and support workforce competency across the gas organization. 

Job Responsibilities

  • Manage the full lifecycle of the Operator Qualification program, including scheduling, evaluation, recordkeeping accuracy, and compliance verification.
  • Ensure all qualification processes align with PHMSA regulatory requirements, internal policies, and industry best practices.
  • Track and report key OQ metrics such as qualification completion rates, compliance gaps, evaluation consistency and auditor feedback.
  • Identify and mitigate risks related to operator competency, qualification expirations, and regulatory exposure.
  • Provide daily leadership, coaching, and performance management for the team of OQ evaluators.
  • Establish clear team goals, KPIs, and operational expectations to ensure high-quality, consistent evaluations.
  • Coordinate workload distribution to ensure timely completion of approximately 900 operator qualifications annually.
  • Foster a culture of continuous learning, collaboration, and accountability.
  • Review, refine and improve OQ procedures to enhance efficiency, consistency, and regulatory alignment.
  • Serve as the primary point of contact for qualification schedules, operator status updates, and OQ program requirements.
  • Prepare documentation and lead discussions during regulatory audits, internal reviews, and compliance assessments.
  • Partner with Technical Training, Gas Operations, Regulatory, Safety, and Compliance teams to update qualification content in response to regulatory changes, technology updates, or operational needs.
  • Build and maintain strong relationships with field leadership to ensure alignment between qualification processes and operational requirements.

Job Specific Qualifications

  • BA or BS in a related field (e.g. Engineering, Safety, Training, Operations) OR High School Diploma/GED plus a minimum of 10-years of equivalent management experience.
  • 7 years of indirect supervisory experience or 5 years of direct supervisory experience.
    Strong knowledge of PHMSA OQ regulations (49 CFR 192/195) and industry qualification standards.
  • Skilled in computer applications, including Microsoft 365.
  • Excellent analytical skills with the ability to create and present detailed reports.
    Strong oral and written communication skills. 
  • Must possess and maintain a valid driver’s license
  • Travel up to 30% as needed

Desired:

  • Master’s Degree in Education or Industrial System / Instructional Design
  • Project Management Professional certified
  • Experience in Learning Management System use and performance data management / reporting
  • Lean Six Sigma Green Belt or other process improvement experience
