Position Description:


Provide leadership for nuclear Fuel Supply (strategy, procurement, contract management and administration), Plant Operations (reactor engineering), BWR/PWR Core Design, and technical programs supporting nuclear fuel management, including Fuel Performance (fuel reliability and vendor oversight), Special Nuclear Material Accountability (reporting and nuclear station governance and oversight), Spent Fuel and High Level Waste (Corporate strategy and nuclear station governance and oversight).


Job Responsibilities:

Fuel Supply Management -

  • Purchase both domestically and internationally, whether directly procured, traded or brokered, nuclear fuel commodities which include uranium product, conversion services, enrichment services, fabrication services and fuel/core design and analysis engineering services. This includes negotiation, transportation, and contract administration.
  • Develop and manage the nuclear fuel capital budget ($200M annually) as well as nuclear fuel department O&M expenditures.
  • Manage a portfolio of nuclear fuel supply contracts valued at approximately $1 billion.
  • Coordinate nuclear fuel strategic planning, fuel cycle optimization and benchmarking strategies, and fuel cost management strategies as part of PSEG Business Plan initiatives.
  • Maintain fuel market intelligence and enhance supplier/industry relationships for contract opportunity purposes.
  • Manage U.S. and other government and political influences such as import trade restrictions impacting PSEG Nuclear’s fuel contract portfolio.
  • Provide direct oversight of nuclear fuel accounting as applied through SAP including monthly fuel amortization and integration with local and Corporate finance and accounting on capitalization policy and updates to the Corporate financial models.
  • Maintain adequate control documentation to meet Sarbanes-Oxley legislation and FAS-133 requirements.
  • Ensure fuel-related purchase requisitions and purchase orders are processed according to PSEG business controls, payment authorizations are timely and invoice processing is accurate.
  • Work with PSEG Power Legal, Financial Risk Management, Tax and Insurance groups to ensure fuel contracts are written to minimize financial and risk exposure.
  • Work with Nuclear Fuel Design and Analysis Groups to develop scopes of work, evaluate technical proposals, and develop Business Plan initiatives.


Technical Support Programs Management -

  • Manage PWR/BWR technical nuclear fuel programs (Reactor Engineering & Core Design), utilizing the principles of governance, oversight, support and perform, consistent with the nuclear industry and designed to improve station performance in the areas of fuel reliability, Operations (Reactor Engineering), Core Reload Design, special nuclear material (SNM) accountability, and spent fuel and high level waste management.
  • Own the Nuclear Fuel functional area Policies, Program and Procedure documents for the station that relate to such technical support programs.
  • Manage the development and training of each Program Lead to be the relevant industry expert within the Company on aspects of their respective programs. Also included are Corporate perform functions such as fuel vendor audits and assessments, fuel and core component design change packages, NRC and Nuclear Materials Management Safeguards System (NMMSS) tracking and reporting of SNM, and management of PSEG Power’s DOE High Level Waste Agreement.
  • Maintain and apply working knowledge of PSEG Standards for Business Controls and meet management's expectations for effective internal business controls.


Required Skills:

  • B.S. Degree in Engineering or Business (with strong financial analysis background).
  • At least ten years of Nuclear Fuel Supply or Technical Support Programs experience with Fuel Reliability, Core Design, Reactor Engineering, Special Nuclear Material Accountability or Spent Fuel Management.
  • Experience leading/participating in contract negotiations and administering contracts.
  • Possess effective communication skills, both written and verbal, and exhibit sound judgment and strong initiative on resolution of issues.
  • Working knowledge of Microsoft Office Suite. Meet Nuclear’s requirements for unescorted site access.


Desired Skills:

  • MBA or other advanced management degree. 
  • Possess a working knowledge of nuclear fuel management and strategies. 
  • Knowledge of financial, procurement and accounting programs, policies, and procedures. 
  • Strong working knowledge of SAP including financial, project and procurement modules.
  • Working knowledge of Visio and Access software programs.
