Job Summary

PSEG IT is creating a Centralized IT EPMO function that will manage and oversee 4 areas: EPMO operations, project management, project scheduling and project cost. The Manager IT EPMO Operations will manage the day-to-day activities in the EPMO, provide guidance on EPMO policies and processes, and work with other EPMO groups to successfully develop and execute IT projects and programs. The Manager oversees IT portfolio planning and prioritization while providing key reporting data and engaging with IT leadership to align project/program priorities. The manager will coordinate with the other functions of the IT EPMO to ensure proper project governance and adherence to the IT Project Stage Gate Processes (IT SGP).  Additionally, this role will develop and enhance the IT SGP to incorporate additional needs of the organization, and is responsible for training others on its functions. This position informs others on the strategic/tactical technical initiatives and decisions that have a major impact on Project Management Operations and sets direction for Project Management in regards to process execution and issues.

Job Responsibilities

  • Communicating and reinforcing the utilization and adherence of projects and programs to the IT EPMO Project Stage Gate processes and standards
  • Overseeing and facilitating long-term IT portfolio planning and short term IT portfolio rationalization ensuring alignment of strategic business objectives and project priority
  • Ensuring projects have a proper governance structure and key stakeholders are identified and engaged. Managing execution of monthly portfolio health review, EPMO training, and office hours meetings. Ensuring projects implement and meet required audit and risk controls as they progress through the project lifecycle
  • Analyzing financial data, including portfolio and project budgets, risks, resource allocation, and providing  financial reports and budget outlines to senior leadership and executives. Working across IT departments to enable and forecast resource capacity planning
  • Providing direction on strategic/tactical technical initiatives and decisions that have a major impact on EPMO project/program management capabilities and set direction for them in regards to process and technical issues
  • Continuously evaluating PMO project lifecycle processes to incorporate new IT functions with appropriate inputs, processes, and stakeholders
  • Developing and mentoring team into strong performers that can be leveraged throughout the organization+B53

Job Specific Qualifications

Required

  • Bachelor's degree in Business, Administration, Engineering, or a related field
  • 8+ years of relevant work experience with experience in IT portfolio/program management with standardized PMO processes and tools including forecast reporting, resource planning, and portfolio management 
  • 5+ years in a management position overseeing and mentoring direct reports and / or contract resources
  • Demonstrated capability to draft and implement PMO policies and processes
  • Proven ability to present budget and resource planning information to leadership in a clear, coherent, informative manner
  • Demonstrated ability to train and develop others.
  • Demonstrated ability to effectively interact with external and internal stakeholders.
  • Proven ability to manage performance and foster an inclusive work environment.
  • Experience in management and must possess leadership skills: Performance Management, Influence Management, Strategic Thinking, Crucial Confrontation, Team Building
  • Sound working knowledge of IT operations, systems, and SDLCs
  • Excellent communication and interpersonal skills
  • Strong leadership and project management skills
  • Strong analytical, critical thinking, decision-making and problem-solving skills

Desired

  • MS/MA in Finance/Accounting or Engineering or MBA
  • 5+ years in managing an IT PMO
  • Preferred: 5+ years of experience in Utilities industry with knowledge of rate based project financial management and capitalization accounting practices
  • Preferred: Project Management Professional Certification
  • Must have excellent verbal and written communication skills
  • Strong MS office skills
  • Must be in good performance standing
