Onsite are roles that have specific onsite requirements and are typically onsite daily.

Hybrid fixed are roles that are a blend of onsite work/in-person interactions with some ability to work remotely and require employees to live within a commutable distance and be onsite fixed days each week.

Hybrid flexible are roles that can be performed remotely but require some level of onsite work/in-person interactions on a regular basis, require employees to live within a commutable distance and, since business needs vary by position and may change over time, managers will set expectations and flexibility regarding where and when work is performed.

Fully remote are roles that can be performed remotely, require employees to live in approved states and will have purpose-driven in-person interactions on occasion.

Job Summary

This position will report to, and is responsible for working with, the VP Regulatory, Deputy General Counsel & RTO Strategy Officer to develop strategy, shape rules and advocate on behalf of PSE&G’s transmission business and PSEG’s nuclear generation business in PJM Interconnection, LLC (PJM.  This position has responsibility for external interfaces with PJM management, with other PJM Transmission Owners and Generation Owners and with relevant trade and industry groups such as EEI, WIRES and NEI to advance PSEG’s business interests. This position will represent the company’s interests at various RTO committees and Task Force efforts, meetings with the PJM Board and in meetings and initiatives with other PJM transmission owners consistent with shared obligations codified in the Consolidated Transmission Owners Agreement.  The position will serve as a back-up for the VP Regulatory, Deputy General Counsel & RTO Strategy Officer in internal and external meetings regarding  transmission and markets policy issues affecting the company. The position will closely coordinate with the Federal Regulatory group in Law on cross-functional FERC issues that involve PJM. The position will also help to ensure that PSEG’s governance-related obligations to PJM are satisfied, including timely completion of annual member recertifications. 

This position will also collaborate on RTO strategy affecting Enterprise, and will regularly interface with other business units, including PSEG ER&T, PSE&G Electric T&D, PSE&G Asset Management, PSE&G Electric Operations, and PSE&G Renewables & Energy Solutions (RES) to make them aware of all PJM developments/rules changes that impact their respective businesses. 

Job Responsibilities

•    Represent PSEG’s interests at various committees and Task Force efforts in PJM and interface with PJM management as well as management from other PJM stakeholders.
•    Work with VP Regulatory, Deputy General Counsel & RTO Strategy Officer to develop strategy for PSE&G’s transmission and generation businesses, which will include advocacy/rules-shaping activities in PJM and communicating information regarding proposed RTO policy and rule changes and potential business implications to PSEG management.
•    Assist with managing relationship between PSEG and PJM. This relationship management will include PJM transmission owner and stakeholder bodies responsible for administration of transmission rate design and revenue recovery provisions in the PJM Open Access Transmission Tariff. Work with other stakeholders in PJM in building coalitions and advocacy in support of PSEG positions on transmission and markets policy issues.
•    Represent PSEG’s business interests through participation in industry advocacy organizations, trade groups and lobbying coalitions
•    Speak at industry conferences and engage in networking activities on behalf of the company in order to advocate for our positions and gain intelligence that will help inform PSEG’s RTO strategy
•    Serve as a back-up for the VP Regulatory, Deputy General Counsel & RTO Strategy Officer in internal and external meetings regarding any RTO policy issues affecting the company

Job Specific Qualifications

Required:
•    BA or BS degree.
•    Minimum five years’ experience in a utility, RTO/ISO, generating company, power marketer or an energy regulatory agency.
•    Knowledge of federal, regional and/or state energy regulatory policy and/or an understanding of RTO rules.
•    Demonstrated business and policy acumen and ability to work and communicate effectively in a high-ambiguity and fast-changing environment.
•    Excellent verbal and written communication skills.
•    Willingness to actively participate in person in PJM stakeholder forums and engage in regular travel
•    Strong interpersonal skills, including the ability to develop relationships and build coalitions; excellent negotiating skills
•    Must foster an inclusive work environment and respect all aspects of diversity
•    Must have valid driver’s license

Desired:
•    Strong background in economics, finance, trading, regulatory rules, regulatory policy or operations
