Job Summary

This position is responsible for evaluation, measurement and verification (EM&V) functions for energy efficiency (EE) and demand response (DR) programs and participation in PJM markets for capacity, energy and ancillary services.  

Job Responsibilities

  • Assessment of EE/DR program effectiveness and cost/benefit analysis. 
  • Provide leadership, direction and expertise on industry best practices in program evaluation.  
  • Provide oversight and strategic leadership in the management of all EM&V vendors including contracting and operational management. 
  • Provide oversight and leadership on RES participation and opportunities in PJM markets for capacity, energy and ancillary services.    
  • Interface with the NJ Board of Public Utilities and the joint utility group on various matters including cost-benefit analysis and EM&V.  
  • Assist in preparation and delivery of testimony in regulatory proceedings related to EE and DR EM&V and PJM market issues. 
  • Assist in the development and rollout of policies and procedures.  
  • Supervision and development of staff.

Job Specific Qualifications


  • BS degree in Engineering, Economics, Physics or Finance
  • At least 6 years of energy industry experience, with at least 2 years related to evaluation, measurement and verification of EE or DR programs
  • Knowledge of PJM capacity markets and evaluation techniques
  • Applicant must have effective problem-solving and decision-making skills, strong planning and organizing skills, must be adaptable and be result-oriented.
  • Process development / improvement and project management skills.
  • Clear and concise writing and verbal communication skills are essential.
  • Internal consulting skills; strong presentation skills; proven ability to lead, coach and motivate a team.
  • Experience with MS Word, MS Excel, MS PowerPoint, SharePoint and Visio.
  • Must possess a valid U.S. driver's license and maintain a satisfactory driving record record.



  • Licensed Professional Engineer.
  • Track record of managing complex multi-disciplined teams and projects.
  • MBA or Advanced Degree.
  • AEE CEM or CMVP certification
