Manage projects related to all building facilities, including new construction and renovations as part of the Facilities Maintenance Organization.  The position provides oversight and coordination of all activities related to the successful completion of the assigned project(s) from cradle to grave including but not limited to design engineering, contingency planning (as needed), permitting, procurement, outreach, and construction. The candidate will supervise Project Managers as well as Engineering and Construction firms working on various new and renovation projects managed by Facilities Maintenance throughout the state, including the General Office.  The candidate is expected to achieve the desired results of the assigned projects through the use of PSEG’s Values and Behavioral Standards, sound management practices and skills, and a demonstrated commitment to collaborative teamwork. Successful candidate will support the Project Management team in accomplishing the desired scorecard results and ensure the quality of work performed is in compliance with all Company standards, procedures, safe work practices, and government laws and regulations while successfully managing project budget and schedule adherence.

 

Major duties and responsibilities:

 

Responsible and fully accountable for the full life-cycle management of multiple large, multi-discipline projects from the time of assignment to commissioning, close-out, and turnover to client. Responsible for ensuring project objectives are successfully achieved safely, environmentally compliant and within scope, schedule and budget adherence. Demonstrate strong leadership skills in successfully managing project teams. Conduct monthly review meetings with clients. Maintain and monitor project agreements, plans and schedules, conduct project reviews, resolve issues and get required associates and groups involved to ensure that the assigned projects are professionally and comprehensively planned and executed. Coordinate the preparation of bid specifications for the procurement of material and services. Manage contractor and vendor performance, labor relations, safety, quality control, project risk, permitting and licensing, scope change control, environmental compliance, public relations, progress reporting, budgets, execution and closeout reporting. Represent the Company in meetings with State and Federal Agencies, the General Public and Public Officials and Planning/Zoning Boards and other Regulatory bodies, including testimony, as required, to gain necessary project approvals.

 

Candidate must have a minimum of 8 years of experience in the facility construction field and possess a comprehensive understanding and ability to work with the various trade unions, Electrical, Plumbing, HVAC, etc. Additionally the candidate must have significant experience evaluating and enhancing the design, cost factoring, implementation and remediation of site work scopes of work, including: utility infrastructures, above and below ground, paving specifications, drainage structures, cut and fill operations, dynamic compaction procedures, foundation systems including pile driving, grade beams, etc., soil surcharge, soil boring and compaction testing specifications, logs and reports, site pad construction techniques, storm water management systems, dewatering procedures and systems, selective and complete demolition scopes and procedures.

 

The candidate must have a proven ability to evaluate sites and existing buildings to determine if they can accommodate the traffic, size, location and conformity to specifications for various operational facilities; includes the ability to utilize field instrumentation (survey equipment) to verify size, location and elevation determinations, interact with zoning departments for use and variance requirements and utility companies for engineering specifications for the potential project sites. Develop and execute conceptual drawings for potential building complex units with relation to potential or established site locations, including the position, orientation, use and traffic patterns for presentation to planning board and zoning department meetings. Determine the logistics and prepare budgets for new construction or the reconstruction and/or renovation of existing buildings for specific use by various departments

 

Required Qualifications, Competencies, Education or Experience

  • BS in Engineering, Architecture or field related experience
  • A minimum of 10 years of utility engineering, construction, operations or project management experience.
  • Comprehensive knowledge of construction-related processes
  • Proven management experience
  • Excellent oral and written communication skills
  • General knowledge of basic computer applications, i.e., MS Office Suite.
  • Expected to obtain a Project Management Professional (PMP) certification, if not already certified
  • Will be included in DERC on-call coverage, accepting call-out obligations as may be required
  • Will be subject to DOT random drug testing
  • Safety Sensitive position
  • Must possess and maintain a valid driver’s license

 

Desired Qualifications, Competencies, Education or Experience

 

  • Knowledge of Collective Bargaining Unit agreements – IBEW, 855 and OPEIU
  • Understanding of PJM rules for the scheduling of Transmission Outages
  • Advanced computer application knowledge, i.e. P6, MS Project, Access or other CPM/scheduling software
  • MS in engineering/other discipline or MBA
  • P.E. License
  • PMI Certified Project Management Professional (PMP)
