Job Summary

This position is responsible for getting the rules and strategy correct in a changing regulatory and restructured environment that will shape the Company's future. The position is responsible for proactively identifying emerging regulatory issues and for the development of solutions and strategies that complement the business. The incumbent is to become established as a key player in regulatory matters and as an advisor to senior management and lines of business management with respect to strategic regulatory opportunities and challenges.

Job Responsibilities

  • Perform regulatory studies, including accounting, tax, financial and economic analyses.
  • Consult with and respond to inquiries of senior management, regulatory agencies (BPU, DEP FERC) and Division of the Rate Counsel regarding regulatory matters.
  • Design, develop and maintain complex financial models that link to various business models in order to develop forecasted revenue requirements, calculate rates and bill impacts. 
  • Research, monitor, analyze and prepare written reports on regulatory and market activities.
  • Act in the role of project manager for specific segments of regulatory filings.
  • Coordinate line of business responses and prepare written testimony / exhibits / regulatory schedules / clauses / special regulatory audits and all post-filing implementation activities.
  • Review and reconcile monthly, quarterly and annual financial information for filing with the NJBPU. Participate in working groups on specific regulatory issues and legislation. Participate in and/or monitor regulatory hearings, proceedings, and meetings.

Job Specific Qualifications

  • Bachelor’s Degree
  • At least 5 years of related work experience.
  • Basic understanding of the utility business, the regulatory process, economic and/or financial analysis and accounting concepts.
  • Proficient in quantitative analysis and spreadsheet modeling.
  • Good oral and written communication skills.
  • Planning & organization skills.

 
Desired Skills, Competencies, Education or Experience:

  • Prior experience and understanding of the regulatory process in an electric/gas utility distribution environment
  • MBA or advanced degree in accounting, economics or finance
