Job Summary

This position is responsible for the implementation of the Access Authorization Program in accordance with Nuclear Regulatory Commission Regulations, PSEG procedures, processes and NEI Guidelines to ensure regulatory compliance for Salem and Hope Creek Generating Stations. 

Job Responsibilities

  • Performs duties as the official PSEG Nuclear LLC Reviewing Official resulting in the granting or denial of Unescorted Access (UA).  Establishes trustworthiness and reliability prior to the granting of UA to ensure that applicants for UA do not pose an unreasonable risk to the health and safety of the public, the common defense and security, or pose a threat to interrupt the normal operations of the plant, or to commit radiological sabotage.
  • Coordinates and schedules individuals for in-processing activities, as required by 10CFR Part 73.56, 10CFR Part 73.57 and 10CFR Part 26, to grant, maintain, or deny UA.
  • Conducts daily processing activities for employees and contractors, as well as the assembly and distribution of unescorted access badges, and deactivation of badges for individuals who no longer require access.
  • Review and process UA background investigations, as well as the results of Personal History Questionnaires (PHQ’s) and fingerprint checks, adjudicating inconsistent or adverse information during structured interviews. Process Denial Appeal Requests of Unescorted Access.
  • Conducts breath and urine Fitness for Duty (FFD) testing IAW 10CFR Part 26.  Responsible for maintaining the integrity of the specimen collection and transfer process, carefully ensuring the modesty and privacy of the donor.  Responsible for processing blind sample testing as directed.  Provides training assistance to other FFD collectors.  Rotational duty for backshift/weekend/holiday FFD collections.
  • Processes, assesses, and determines eligibility for visitor access, ensuring compliance with 10CFR Part 810.
  • Monitor and disposition items received from the psychological and Substance Abuse Expert (SAE) vendor.  Provide documentation to the psychological and SAE vendor such as Determination of Fitness (DOF) requests, medical records, and release of Information attestations.  Schedule, initiate, and proctor psychological and DOF interviews.  Provide return to work recommendations to personnel.

Job Specific Qualifications

Required:

  • Associates Degree and 3 years of relevant experience OR; 
  • HS diploma w/5 years of relevant experience 
  • Ability to obtain NEI Reviewing Official Certification upon hire 
  • Proficiency with Microsoft Office Applications 
  • Ability to analyze and interpret information 
  • Excellent communication and organizational skills 
  • Effective verbal and written communication skills 
  • Must meet nuclear requirements for Unescorted Site Access

Desired: 

  • Ability to interface with all levels of the organization 
  • Demonstrated ability to multi-task 
  • Familiarity with the Security Screening Information System (SSIS), Personnel Access Data System (PADS), and the NSMART security computer system 
  • Experience working in Nuclear Access Authorization/FFD 
  • Knowledge of Access Authorization/Clearance Eligibility and related NRC regulations
