Job Summary
Executes estimation and scoping of permitting strategies, prepares permit applications and conducts follow-through necessary for permits, licenses and approvals from all federal, state, regional, and local jurisdictions. This position is appointed to project management teams for major construction projects involving electric transmission lines, distribution lines, substations and other utility infrastructure. Manages all land, water, municipal and construction permitting for these projects. Plans and prepares permitting schedules and estimates for all the air, land, water regulatory approvals for new construction and modifications to existing facilities, as well as renewals of existing operating permits. Completes applications in accordance with PSE&G P&C strategy and established precedence. Provides or otherwise coordinates expert testimony as a Professional Planner or Professional Engineer. Provides technical support, recommendations, alternatives and strategies to clients for their projects and business ventures. Establishes rapport with and participate in meetings with local, state and federal agencies to fact-find and discuss environmental issues/permits. Coordinates and prepares written comments and public testimony on regulatory proposals. Coordinates environmental studies to satisfy permit and regulatory requirements as required. Establishes and maintains project permit matrices, monthly status reports, milestone reporting and forecasts, develop and update monthly project permit work plans, tracks the status of all permits through the acquisition process. Creates and maintains construction and compliance requirements document, update monthly portfolio exception report and manage all change processes.
Job Responsibilities

Job Specific Qualifications
Required:
- B.S. in Engineering, Science, Environmental Science and /or Planning.
- Seven years regulatory experience and/or utility experience.
- Working experience with municipalities, regulatory agencies or agency personnel in land use environmental permit programs.
- Very strong verbal/written skills (strong technical writing skills).
- Ability to communicate permitting and hearing requirements effectively.
- Collaboration skills required to work with technical non-permitting managers and engineers.
- Experience in land development planning, engineering or permitting.
- Experience with regulatory requirements of planning, land use environmental and construction-related permitting.
- Ability to participate in teams engaged in resolution of permitting and DP & C strategy
Desired:
- B.S. in Environmental, Engineering, Science, City and Regional Planning.
- Work experience in environmental, engineering or planning consulting.
- Licensed Professional in discipline of expertise desirable
