Job Summary
The Field Quality Assurance/Quality Control Specialist is primarily responsible for field construction oversight surveillance inspections and assessments of project quality control to help ensure compliance with the company’s Quality policy and procedures, industry standards and government regulations and to provide QA/QC related support to projects & construction (P&C) project teams and contractors. The objective is to ensure the projects achieve and maintain a high standard of quality.
Job Responsibilities
The specific responsibilities include, but are not limited to, the following:
1. Preparation of QA/QC plans (such as QA program plan, test and inspection plans, and surveillance plans) checklists, reports, and procedures, as required.
2. Conduct assessments and oversight surveillance inspections of field construction to ensure compliance with project’s engineering, procurement, and construction specifications. This includes performing daily inspections and tests of scope to help achieve the quality of construction requirements in drawings and specifications.
3. Perform assessment and analysis of project related documents (certificates, calibration, test results, inspection reports, receiving documents, NCRs, etc.) including procedures to ensure compliance with project requirements including construction related forms.
4. Review of company contractors’ (architect and engineering’s, program managers, construction contractors, and equipment vendors) “Quality Assurance Plans and Processes”, and determination of their adequacy and compliance with project requirements.
5. Completion of appropriate checklists to facilitate oversight responsibilities and documentation of inspection/assessment results, findings, and observations, report them to QA/QC management and recommend corrective actions, as requested. Validate corrective actions are performed and completed in a timely manner.
6. Collection, and analysis of data related to processes, construction, equipment maintenance, materials, and other project related activities to identify non-compliances and potential areas of concern/risk; and recommend solutions. Maintain daily inspection and observation logs/reports and provide report to QA/QC management on a weekly basis, including presentations to management.
7. Provide advice to project and company management in QA/QC matters; including identifying regulatory and industry references (for quality, safety, environmental compliance, equipment maintenance, operator qualification, etc.) which are required to be complied with.
8. Support and lead ad hoc requests related to QA/QC activities.
9. Familiarity with safe work practices and procedures as well as environmental.
Job Specific Qualifications
Required:
• High School Diploma or GED
• Minimum 5 years’ experience quality control/assurance and/or compliance, including at least one year field construction and/or inspections at Transmission & Distribution Projects.
• Know construction and/or ISO standards/codes.
• Strong analytical, interpersonal, communication skills-written/verbal. Report writing, present data, findings to management.
• Think strategically, see big picture, sound judgment; self-directed, team-player, accountable.
• Strive for personal and departmental continuous improvement.
• Sound ethical behaviors.
• Proficiency in MS Office (Word, Excel, Outlook, PowerPoint).
• Must have valid driver’s license and vehicle.
• Able to walk/inspect over 70% of time, travelling across multiple P&C work sites.
• Approximately 10% travel outside NJ.
Required Competencies:
• Oversight Surveillance Inspections Inside/Outside Plant construction ensuring Civil & Electrical activities/construction conform with P&C specifications, standards, policies, and Contractors deliver services compliant with contractual requirements, meeting PSE&G expectations.
• Welding inspections-review and approve Contractor’s Welding procedures, Welder Qualification Records, any other procedures including Quality Plans.
• Review Civil (Concrete) batch results prior to installation of equipment/structure.
• Review Contractor’s Quality Control records/checklists including materials receipts, inspections.
• Ensure Project performs Material Preventive Maintenance (PM) and maintains PM records prior to installation and/or storage.
• Witness Commissioning & Start-up work to ensure compliance with specified requirements.
• Issue Non-Conformance Reports.
• Perform field Self-Assessments evaluating project teams’/Contractors’ implementation, adequacy, and effectiveness of P&C Project Management Procedures (HSE, Material Management and Construction Oversight).
Desired Qualifications and Skills
• Bachelor’s degree in engineering. At least five years’ work experience, combination of construction associated with energy installations; minimum five years in QA/QC audits, field inspections or surveillances.
• Ten plus years of experience in QA/QC in lieu of engineering degree.
• Formal Lead Auditor 40 hours Training.
• ANAB or IRCA or Equivalent Lead Auditor Certification.
• Formal ISO 9001 Quality Management System Training.
• Working knowledge of industry codes, standards, and regulations (ISO 9001, ASME IX, AWS D1.1, ASNT, ASTM). AWS and NDE certifications are desirable
